Carter Avenue, Punxsutawney

In 1996 a major flood severely damaged most of the homes on Carter Avenue. Through PEMA and FEMA grant money, the Borough purchased those properties and razed the flooded buildings.

In 2002 the Borough began construction of a pavilion, restrooms, picnic tables and benches with the assistance of a $19,999 grant and workers from the Pennsylvania Conservation Corps and created the "Carter Avenue Park".

In 2003 playground equipment was purchased and constructed by Dr. Buffington in memory of his son-in-law who died of Leukemia. The playground was named the "Chris Mills Memorial Playground".

The rest of the property currently awaits further recreational development.

Park Usage Rules

  • The park is reserved, free-of-charge, on a first come, first served basis.
  • A Certificate of Liability from your insurance company is required to use the park on a reserved basis, with the Borough named as co-insured.
  • All vehicles are to be parked in the parking lot only, driving on the sidewalks or in the Park is prohibited.
  • Bring your own garbage bags; garbage is to be removed at the end of your event. Please be sure to leave the area clean and recycle materials properly.
  • If restrooms are used, please flush toilets and pick up any dropped paper or trash.
  • No alcoholic beverages allowed.
  • Pets must be kept on a leash at all times and be with the owner. Owners must clean up after their pet and dispose of waste properly.
  • Please, no loud music, be considerate of the neighbors.
  • The Borough is not responsible for damage; responsibility will lie with the registered party.
  • Do not pour grease, oil or other fluids down any drain, including storm drains.
  • Park closes at dusk, unless otherwise authorized.
  • Donations to the Borough for the use of the park facility are appreciated.
